Yeah see it all the time and yes would have to agree with @Sean d that its probably one of the current biggest problems in driving.
And has been proved that control and attention wise its the equivalent of driving drunk .

I know I could stand at any set of traffic lights and video people on their mobiles to an evidential standard and I would get more than enough in a day to pay my wage. As the police numbers are cut further and we have unemployment the way we do why do the govt or local police force or traffic crime reduction partnership create this job to boost road safety?
