So following the advice given, I established the red wire was live and the brown wire earth. So I was the able to complete the transformation of cigarette lighter to twin switchable USB ports. A great improvement in my eyes.

I tried a couple of Belkin converters, but as I found the lighter was not working I was halfway there already. And I don't smoke so have no need for the lighter, so I think this is more useful long term.
