2010 E89 Z4 found part

I have recently changed my footwell speakers fot Focal speakers. When I removed the drivers side (RHD) cover that sits under the steering wheel the following bit dropped out. Any ideas? It looks like it is a damper for something that opens.

That's from the armrest hinge - likelihood is it will still function but the controlled nature of how it originally raised will have long since packed up.

How on earth did that get under the steering wheel?
