Looks a bit sus to me,IMO having been a amateur cyclist for 17yrs I believe that if you've got a driving licence and cycle on our p*** poor roads you'll have enough compassion for all road users and treat users as you'd like to be treated, no need for tuition if you hold licence and are experienced, the problem is inexperienced drivers who have no idea what it's like to be vulnerable, the problem for road users is the pressure the're all under when they embark on there journeys.
I must admit that I no longer cycle due to my age and the dangers that our overcrowded roads put on the vulnerable, which include amongst others, children, old poor sited people, horse riders and cyclists. If your a good driver ( and we all think we are) you'll have compassion for the vulnerable and treat them as such even if they do some unforgivable things, treat them all as if the're about to do something stupid and you won't have too much trouble, after all you'll at least be cutting down your thinking distance which just might be enough to save a life, stop a argument and or a fight. CAMERA'S on helmets aren't a threat to you, unless your in the wrong. If you not convinced buy one and wear it on your head in your car.(love all). Rha, Roy.
