From a year 2000 1.9 I have a good electrically operated heater valve. This unit sits on the nearside engine bulkhead in series with the coolant pipes and permits hot coolant to pass through the heater matrix, it is controlled via the heater control switch which electrically opens the valve allowing hot coolant to flow. So if you have a poor / non existent heater it may well be this valve or it's control switch on the centre console (which I also have)
