From memory the EU have proposed banning:
Different makes of tyres other than the oem fitted.
Different Types of tyres other than oem fitted.
Different parts other than oem fitted.
Aftermarket exhausts.
Any kind of pattern part.
Any kind of “upgrade” part.
Non oe parts fitted by Independent Garages.
Independent Garages only allowed to fit oe parts.
It Usually, but not always, goes away to come back in some other form, or different wording, a year later.
If you don’t know it they’ve banned some types of Trackday and specialist tyres.
In germany that's almost always the been case. Driver has to carry a small reg card that shows things like tyre sizes.
You are NOT allowed to fit different size tyres unless it's a size that's been OK'd by the car manufacturer.
You are not allowed to fit sports suspension unless it comes with a TUV or DEKRA certificate confirming the parts are authorized for that car.
You are not allowed to fit a spoiler unless it comes with a certificate confirming. . etc etc
Basically you can not do anything unless. etc etc
There is a thriving industry of supplying aftermarket parts in germany. But it's regulated so quality of parts is probably higher than elsewhere and fitted parts aren't making the car worse.
But you are allowed to change tbe color. Color is not mentioned in the reg docs
Been a while since I last did something non-oem to a car in germany so things may have changed making it easier but I doubt it.
