With the incident on the penultimate lap, VSC was the only feasible option
If they had deployed the full safety car, then 1. it would have only done 3/4s of a lap before it pulled back into the pit lane at the end of the final lap for them to take the chequered flag anyway and 2. they wouldn't have been able to get the backmarkers out of the way, it would have been a mess at the flag (and we'd be having the same discussion anyway asking why they didn't use the VSC
)
And with it being on the penultimate lap, there was no possibility of a restart, so a red flag would have been the end of the race. They'd already dragged that diva Naomi Campbell into box to wave the chequered flag.
