Looks like it's based on a 2CV then if it's citroen. They're 2CV wheels.

yes it is a 2cv,i have a four wheel version and we have 2 in the family which are 3 wheel versions.they are stable and fun.
there is a club for them.parts cheap.the three wheel version is actually just a standard car with one of the rear axle removed and the other half axle turned around in opposite direction.it comes exaclty correct to put the wheel dead centre of car.
